This book constitutes the refereed proceedings of the 23rd IFIP WG 5.5 Working Conference on Virtual Enterprises, PRO-VE 2022, held in Lisbon, Portugal, in September 2022. The 55 papers presented were carefully reviewed and selected from 119 submissions.
