International Collaborative Fsa Study On Bulk Carriers

Abstract

At the seventieth session of the Maritime Safety Committee, an International Collaborative Study on FSA for BulkCarriers was initiated under the co-ordination of the United Kingdom and within this Study France ((Bureau Veritas)) wasin charge of Work Package 11 with the task to develop Risk Contribution Trees Components ((Step 2 of FSA)).An extensive work was done in order to develop accident scenarios using risk contribution trees through co-operationwith Lloyds Register of Shipping ((LRS)) and Maritime and Coast Guard Agency ((MCA)) to match the scenarios with theaccidental data existing so far and a decision was taken to focus the effort on the analysis of Loss of Hull Integrity((LOHI)) accident category regarded as the most significant for the Bulk Carriers.The Fault Trees and the Event Trees were developed from the statistical base provided by the WP 7 led by LRS over theperiod of 1978 to 2000 in order to provide an adequate representation of the events contributing potentially to the loss ofintegrity of the hull, and their frequency of occurrence.It was possible to establish for each category of incidents and each class of bulk carriers the frequencies of incidents andPotential loss of life per ship year, or PLL.The predominance on PLL of Hatch cover and Side shell incidents is flagrant with a dramatic impact on loss of life fromhatch cover incidents which results in approximately 1.5 time more fatalities than Side Shell incidents with four timeless occurrences.
